We represent clients before Congress, the White House, and federal agencies — and we do it as lawyers, which means the strategy, the record, and the privilege analysis are handled together rather than in separate silos.
Government relations work fails for predictable reasons. A client hires a lobbying shop that understands the politics but not the statute, or a law firm that understands the statute but has no relationships on the relevant subcommittee. The result is a well-drafted position paper that never reaches a decision-maker, or a warm introduction that collapses the moment staff asks a technical question.
We do not separate those functions. Every engagement begins with a legal assessment of what the client actually needs — a statutory amendment, a report-language directive, an agency interpretation, an appropriations earmark, a waiver, or simply protection from a proposal already moving. That assessment determines who we approach, in what order, and with what ask. Advocacy without a defined legislative or regulatory vehicle is activity, not representation.
Our practice covers the full arc: mapping the committees and agency offices with actual jurisdiction; drafting bill text, amendments, report language, and comment letters; preparing principals for member and staff meetings; coordinating coalitions and third-party validators; and monitoring markups, floor action, and rulemaking dockets so a client is never surprised by a provision inserted at conference.
We register and report under the Lobbying Disclosure Act where registration is required, and we counsel clients on the line between lobbying contacts, lobbying support, and activity that falls outside the Act entirely. Where a client's interests touch foreign governments or foreign principals, we evaluate Foreign Agents Registration Act exposure before the first contact is made — not after an inquiry letter arrives.
